Updates to add reactions from Goldman Sachs' European chief economist) FRANKFURT (Thomson Financial) - The European Central Bank (ECB) today injected into the money market an unprecedented 94.84 bln eur in a move to meet a liquidity shortage amidst what it called 'tensions' in the euro area money markets. Based on the ECB data, the amount is the biggest yet in the bank's market liquidity fine-tuning operations, which involve either injecting liquidity or absorbing liquidity. Goldman Sachs (nyse: GS - news - people ) said this was the first time since Sept 12-13, 2001, the ECB had provided additional liquidity in reaction to market concerns. Earlier today, the ECB called an unannounced one-day quick tender, saying it would allot 100 pct of the bids, which ECB observers said means the bank would meet all the amounts of cash which borrowers would want to have. 'This liquidity-providing fine-tuning operation aims to assure orderly conditions in the euro money market. The ECB intends to allot 100 percent of the bids it receives,' the ECB said when it called for the tender. Earlier on this morning, the ECB made a highly unusual move of announcing directly to the financial markets that it was 'ready to act' to ensure orderly conditions exist in the money market. 'The ECB notes that there are tensions in the euro money market notwithstanding the normal supply of aggregate euro liquidity,' it said at about 11.30 am BST. 'The ECB is closely monitoring the situation and stands ready to act to ensure orderly conditions in the euro money market,' it added, without specifying at that time what it would actually do. Goldman Sachs' European chief economist, Erik Nielsen, said the 'comforting statement' from the ECB was not enough, 'so they went ahead with the tender'. 'The move did the trick and overnight rates moved back to 4 pct. In my view, this is outstanding central banking by the ECB and ought to provide a lot of comfort to the market,' Nielsen said. Postbank analyst Heinrich Bayer (nyse: BAY - news - people ) said today's ECB action was a 'massive' move, given that its normal fine-tuning operation was in the realm of 'only a few billions of euros'. 'We will see tomorrow if the ECB action has made a difference in the money market. The ECB will get its money back tomorrow as the funds injected were for overnight use,' Bayer said. Bayer said money market rates yesterday rose to intra-day high of 4.10 pct and today, they shot up to 4.50 pct. marilyn.gerlach@thomson.com mog/am/mog/am/mog/am COPYRIGHT Copyright AFX News Limited 2007.
